It’s the political equivalent of asking people which restaurant they’d like to visit… then quietly booking the one you wanted all along.
Of course, governments argue these contingency plans are about national security, not overriding democracy. Supporters say NATO logistics can’t be left vulnerable if a state government were to obstruct allied movements during a crisis.
